The Committee is mandated under the Optional Protocol to the Convention to receive and consider communications from individuals or groups of individuals and to transmit its views with respect to such communications to the parties concerned.

In accordance with the decisions on the rationalization of the work of the First Committee, this stage of the Committee's work will combine the discussion of specific subjects with the introduction and consideration of all draft resolutions and draft decisions.
