OHCHR continues to work to encourage implementation of the Durban Declaration and Programme of Action, particularly through the activities of its Anti Discrimination Unit and its support to the mechanisms established to follow up to the Durban Declaration and Programme of Action.

In order to enhance cooperation and dynamic dialogue, special procedures mandate holders could attend treaty body sessions, and treaty body members could observe sessions of other treaty bodies.

They also sought greater participation in the treaty body processes including direct participation in treaty body sessions.

The annual work plan of activities has already been developed (for 2003), and aims to include and strengthen the capacities of newly formed Ministry of Security of BiH, which is in charge for coordination with entity ministries of interior and implementation of activities on prevention of organized crime and trafficking in people.

Follow up activities have revealed that for countries that have received the training, national capacity to implement human rights treaty body recommendations has been strengthened through the enhancement of national protection systems with NHRIs playing a lead role.

In accordance with Security Council resolution 1566 (2004), the Counter Terrorism Committee will enhance cooperation with the Committee established pursuant to resolution 1267 (1999) concerning Al Qaida and the Taliban, the Committee established pursuant to resolution 1540 (2004) and the working group established pursuant to resolution 1566 (2004).

2. Encourages each treaty body to continue to give careful consideration to the relevant conclusions and recommendations contained in the reports of the persons chairing the human rights treaty bodies, and in this context also encourages enhanced cooperation and coordination between the treaty bodies

On 25 April, the Security Council held a public meeting at which it was briefed by the Chairmen of subsidiary bodies of the Council, namely the Al Qaida Taliban Sanctions Committee established pursuant to resolution 1267 (1999), the Counter Terrorism Committee (CTC) established pursuant to resolution 1373 (2001) and the Committee established pursuant to resolution 1540 (2004).

At the same time, human rights treaty bodies have worked to have persons in mass exodus recognized within the overall framework of the rights established in the treaties.
