Χ. ACTIVITIES OF NON GOVERNMENTAL ORGANIZATIONS AND THE Κ.Ε.TH.Ι.

The Programme also has an organization wide coordinating responsibility for external relations and United Nations related activities, including the representation of UNIDO in New York and Geneva, and is responsible for the Organization's communication and public information activities.

It is the only organ of the United Nations explicitly mandated by the Charter to coordinate the activities of the specialized agencies and to consult with non governmental organizations.

OHCHR carries out joint activities with such organizations as the Secretariat of the Commonwealth, the Agence intergouvernementale de la Francophonie, the Council of Europe and the Organization for Security and Cooperation in Europe (OSCE).

Non governmental organizations could aid in efforts to promote transparency by gathering and compiling relevant data about mercenary activities, monitoring the activities of private military security companies, contributing to civic education, and naming and shaming .

Some other constraints involving delays in the registration of non governmental organizations, and the freezing of certain project activities and their vehicles, have started to hamper some humanitarian activities, but negotiations have been initiated by the United Nations to resolve these issues.

At the time of the submission of this report the statute regulating the activities of the Commissioner has been presented to various government agencies for consultations, and therefore it is presently not possible to give more information or to assess the activities of the Commissioner.

General description

Under our Solomon Islands programme, we are also supporting a range of non governmental organization activities to support community resilience and promote inter community peace.

These are undertaken as part of bilateral programmes or as internally funded national activities by national and local governments, the private sector and NGOs.

EDM maintains liaison with Parties, observers, United Nations bodies and IGOs and coordinates the secretariat's representational and outreach activities.
