My visits to returnees in several areas, including Bablyak and Brestovik, have convinced me that conditions exist to allow tomorrow's returns to take place and that positive encouragement by responsible politicians, in both Pristina and Belgrade, can convince more displaced persons to return to Kosovo.

We would also appeal to all Member States to seize this rare opportunity to usher in reform and change, which we are convinced are needed and today's statements have convinced me even more if the United Nations is to represent an effective and genuine multilateralism in the truest sense of the term.
