In accordance with the Montreal Amendment to the Montreal Protocol licensing systems should be systematically applied not only to CFCs but also to imports and exports of other ODS, in particular to CTC, TCA, HCFCs, refrigerant blends containing CFCs and methyl bromide.

Concerning CFCs, with the approval of a refrigerant management plan for Saint Vincent and the Grenadines, due to be submitted to the Executive Committee at its forty seventh meeting, all Parties in non compliance would have received assistance from the Multilateral Fund.

UNDP advised informed the Fund Secretariat that it plans to complete its refrigerant management plan RMP activities in July 2006, while UNEP advised has stated that it plans to complete customs officer training and training of refrigeration technicians in the Party in December 2006.

Certain assumptions had been used in the calculation, including the fact that all refrigerant management plans (RMPs) would be converted into terminal phase out management plans and all low level consumption of ozone depleting substances would be funded during the 2006 to 2008 triennium.

Members in general considered the report to be a good summary and analysis of the situation.
