State of the magistracy

I remained in the magistracy until December 1995.

As part of my administrative duties I was Accounting Officer for the entire Magistracy.

Finally, the Agreement provides, in article 7, for a Pre Trial Chamber, consisting of three judges appointed by the Supreme Council of the Magistracy of Cambodia and two judges appointed by the Supreme Council of the Magistracy upon nomination by the Secretary General.

(f) Organization of a judicial training programme, inter alia, through the establishment of a national school for the magistracy

(a) Law on the establishment of the Supreme Council of Magistracy. The Centre for Human Rights submitted its comments on the draft law on Supreme Council of Magistracy to the Government of Cambodia and, at its request, to the Commission on Human Rights and Reception of Complaints of the National Assembly.

This structure of co leadership was so effective that it extended from the lower levels of the Roman magistracy to the very top position, that of consul.

(d) Reform of the Judicial Service Commission, as the highest disciplinary body of the magistracy, so as to ensure its independence and that of the judicial system as a whole

The Centre has also hosted and participated in several discussions on the law on the Supreme Council of Magistracy with members of the National Assembly, non governmental organizations and other interested persons.

I was responsible for the day to day administration of the entire Magistracy, I had overall supervision of all the Magistrates in the various Magisterial Divisions throughout the country and staff of about 200 officers.

In accordance with article 6, paragraph 5, the international co prosecutor is to be appointed by the Supreme Council of the Magistracy of Cambodia from a list of two nominees forwarded by the Secretary General.

In accordance with article 5, paragraph 5, the international co investigating judge is to be appointed by the Supreme Council of the Magistracy of Cambodia from a list of two nominees forwarded by the Secretary General.

In accordance with article 3, paragraph 5, of the Agreement, these five international judges are to be appointed by the Supreme Council of the Magistracy of Cambodia from a list of not less than seven nominees forwarded by the Secretary General.

Ms. Benabdallah (Algeria) said that, despite the reservation that it had entered to article 15.4 of the Convention, as Algerian society evolved, women, particularly those in such professions as the magistracy, the police and the military, were increasingly exercising the freedom to choose their residence and domicile.

The procedures for the hearing of cases have not been drawn up and the delay in passing the law on the Supreme Council of magistracy has thwarted the role that the Court of Appeals should play as an important part of the judicial branch of Government.
