the double incrimination principle

It seems that the first steps have been made towards the incrimination of violence which means that this form of violence has got the profile and definition, but incrimination itself is not sufficient unless there are overall activities on raising awareness on the integrity and dignity of the person, on the Equality, on the obligation of each individual to strengthen one's own role in the family and the community.

Several participants suggested keeping the reference to State actors in article 1, and addressing the issue of non State actors, not in the incrimination provisions, as had been done in article 2, paragraph 2, but in another place, for example in Part III of the future instrument.
