The High Commissioner for Human Rights, Ms. Louise Arbour, has stressed, however, that respect for human rights is not an obstacle but rather an essential element in effective counter terrorism strategies.

In the meantime, we welcome the universal endorsement of the work of the United Nations High Commissioner for Human Rights, Louise Arbour, and our collective decision to double the resources available to her Office.

Ms. Arbour concluded that the findings of the Commission irrefutably demonstrated that there was no hope for sustainable peace in Darfur without immediate access to justice and that it was imperative to rehabilitate Sudanese justice.

Following the visit to Sierra Leone from 13 to 16 July 2005 of the United Nations High Commissioner for Human Rights, Louise Arbour, the Government displayed a renewed interest in the establishment of the National Human Rights Commission.

Democracies have long known that extreme and indiscriminate punishment which by definition affects friend and foe, combatant and civilian alike is a grave violation of international law, as the United Nations High Commissioner for Human Rights, Louise Arbour, has pointed out.

Other matters. On 28 July 2005, at informal consultations and under the agenda item Other matters , the United Nations High Commissioner for Human Rights, Louise Arbour, briefed the Council on the human rights dimension of issues on the Council's agenda.

In accordance with the understanding reached in the Council's prior consultations, the President, with the consent of the Council, extended an invitation under rule 39 of the Council's provisional rules of procedure to Louise Arbour, United Nations High Commissioner for Human Rights.

At its resumed fifty eighth session, the General Assembly, on 25 February 2004, approved the appointment by the Secretary General of Ms. Louise Arbour (Canada) as United Nations High Commissioner for Human Rights for a term of office of four years (decision 58 417).

Ms. ARBOUR (United Nations High Commissioner for Human Rights) said great progress had been made with regard to human rights in the past year and she was pleased to have the opportunity to meet with the Committee to discuss reform of the treaty body system.

On 30 September, the Council held informal consultations to hear briefings by the United Nations High Commissioner for Human Rights, Louise Arbour, and the Special Adviser to the Secretary General on the Prevention of Genocide, Juan Méndez, on their recent trip to the Sudan.

At the 2nd meeting, on 16 May, presentations were made by Louise Arbour, United Nations High Commissioner for Human Rights, Mark Malloch Brown, UNDP Administrator and Chair of the United Nations Development Group, and Jeffrey Sachs, Special Advisor to the Secretary General and Director of the Millennium Project.
