The Foundation's Director, Jean Marie Fonrouge, was an anaesthetist, a specialist in emergency and disaster medicine and a doctor in public international law.

Thus at present the State provides almost free medical consultation, hospitalization, and where needed, surgery and all its attendant requirements which include the surgeon, the anaesthetist, the oxygen, generally the anaesthetic, postoperative recovery facilities etc.
