5. Emphasizes the need to seek to preserve the integrity of the scale of assessments

In accordance with Article 14.3 of the Constitution on the programme and budgets, the Board shall examine the proposals of the Director General together with any recommendations of the Programme and Budget Committee and adopt the programme of work, the regular budget and the operational budget, with such modifications as its deems necessary, for submission to the Conference for consideration and approval.
