We all recognize that there can be no security without development.

To continue that joint forward movement, we must all recognize realistic needs and responsibilities.

We are all aware that, in the history of the Organization, the Security Council has failed many times to impose peace.

We all realize how great and complex are the challenges facing the United Nations in the maintenance of peace and security.

That is a tremendous challenge, but we all realize what is at stake, and we are determined to meet the challenge.

We are all aware that Africa faces numerous, multifaceted and complex issues that are challenging and must be dealt with in a comprehensive, integrated and coordinated manner.

Recognizing the responsibility history has placed on us to shape the future for all our peoples, we must all move forward, together, with renewed energy and with renewed determination.

On 26 December 2004, as we are all painfully aware, the Indian Ocean tsunami struck, causing death and destruction across two continents.

As we are all aware, the wall was declared contrary to international law by the International Court of Justice, the principal judicial organ of the United Nations, in its advisory opinion rendered on 9 July 2004.
