A life without fear is built when we confront violence against women in all spheres and when we confront racism, recognizing the rights and autonomy of indigenous peoples.

We must meet the forces of hate with soul force.

We must face up to the risk of an avian influenza pandemic.

We cannot let those dangerous trends continue unchecked.

We must respond to HIV AIDS as robustly as we do to terrorism and to poverty as effectively as we do to proliferation.

Now, we must embrace the difficult task of implementing that vision.

And while we address youth issues nationally, international links must not be ignored.

At the same time, we need to understand and address the motives behind terrorist acts.

The root causes that lead to such wayward behaviour must also be addressed.

Only by acting with realism and taking account of the differences will we meet the challenges of the millennium.

We must stand up to those who ignore the unity of our world and see it as a battlefield of fighting religions, nations and races.

If we want to meet those and other major challenges, we must involve young people.

Peacekeeping, peacebuilding and development are mutually dependent and need to be addressed together.

But in assessing where Russia is heading, political and economic analysis are of little help.

We currently have a gap between our ambitions and our resources which must be addressed.

That is our opportunity and our challenge.

We have great challenges ahead of us, but, with faith in the capacity of our people, we are tackling them to build a more just international order.

And we must stand against protectionism. Without open trade, growth and development could break down entirely.

Yet, even as we address new threats, we should not, and we cannot, ignore the legacy of festering problems left by the past.

We approach the issue not only from the medical point of view but also from the standpoint of its negative impact on the social and economic development of the continent.

We cannot meet the challenges faced by the EU effectively and successfully without a strong Europe in the world.

Most ethical principles would suggest that, if one is distributing what amounts to money around the world, one should give more (per capita) to the poor.

Moreover, it is on that basis that we shall respond in the new century to the new security threats and challenges and achieve common development and prosperity.

It is our common responsibility to address that unacceptable reality through initiatives that can lead to a substantial increase in their number in the Agency.

The forces of intolerance, extremism and violence have to be tackled vigorously. Bangladesh's unequivocal condemnation of all forms of terrorism is well known.

We must make up for any delays in those areas in order better to deal with future challenges.

This is the economic challenge that President François Hollande, Prime Minister Jean Marc Ayrault, and all of us in the French government must confront.

Yet, in assessing the Japanese experience and its relevance today, it is important to recognize that Japan s fall to earth was due not only to its financial crisis.

However, limited financial resources and technologies have been the major constraints faced by developing countries, and we must address that problem as a matter of urgency.

Our ability to effectively eliminate threats to international peace and security will depend on the manner in which we address the social and economic challenges facing our peoples at the global level.

That is a problem we face throughout the issue of development and one that I think we need vigorously to address with respect to the post conflict period.

The crucial next step is to ensure that economic arguments become a stronger part of our political debate about how to address global warming.

Delegations have put forward valuable opinions and views with the aim of making progress on general United Nations reform before moving on to the specific question of Security Council reform.

Puerto Rico has fought successfully against tropical diseases for decades. Dengue has been endemic in the country since the 1960s, and more recently we have grappled with chikungunya, and now Zika, among others.

In Ankara, I made clear that America is not and never will be at war with Islam. We will, however, relentlessly confront violent extremists who pose a grave threat to our security.

Thus, it is important to effectively address various issues, in particular disarmament and the non proliferation of weapons of mass destruction, as well as the problem of the proliferation of illegal small arms and light weapons, which affects numerous countries.

The Federal government has assumed trillions of dollars of liabilities and risks. In rescuing the financial system, no less than in fiscal policy, we need to worry about the bang for the buck.

Our next challenge is include Singaporeans with special needs in the workplace. Many more employers have to do their part.

However much cultural fragmentation may exist, the United Nations is the only institution in which we can face the major challenges of the twenty first century, from infectious diseases to the collapse of States, from terrorism to climate change.

Most importantly, we need to address the crucial issue of the genuine link between States and their flagged vessels an issue that is much broader than IUU fishing alone.

Thus, the challenge of an increasing number of cases is an ongoing one, but one that we must tackle if we are to achieve the ideal of resolving disputes peacefully by judicial means.

What is new and exciting is that with the publication of this research, we may finally be starting a constructive discussion about how we really can respond intelligently to this challenge.

We can start with confidence building measures, enhancing trust and strengthening security, measures that will create the conditions for sustainable peace and stability, ease tensions and enable us to confront together the new threats to the region.

Everything is affected. And we have to organize our response appropriately. We need a worldwide, global mobilization for renewable energy, conservation, efficiency and a global transition to a low carbon economy.

Secondly, my delegation notes that, as a starting point, the draft resolution reaffirms respect for, and commitment to, international law and the purposes and principles enshrined in the Charter of the United Nations, thereby clearly setting the stage for our work with respect to the areas we are expected to tackle.
