We regret the politicization of many United Nations activities, in particular in the area of human rights.

We may deplore the migration of topics to the Security Council that we think should be dealt with instead by the General Assembly.

We regret, however, that no real consultations took place with those Member States which are not in the Security Council.

Consequently, we can only regret the failure of the preparatory process for the Conference as regards the adoption of the agenda.
