By and large, local authorities have been cooperating with human rights monitors.

Subsequently, in its resolution 1564 (2005) the Security Council requested me to work with OHCHR to increase the number of human rights monitors in Darfur.

MINUGUA attached high priority throughout its mandate to defending human rights monitors, who were still subject to periodic threats and harassment after the end of the conflict.

In accordance with that request, there are now 42 international human rights officers, including a number of United Nations Volunteers, working in four field offices in Darfur.

In its resolution 1564 (2004) of 18 September 2004, the Council subsequently requested that I take appropriate steps to increase the number of human rights monitors deployed in Darfur.

The Government agreed to allow the deployment of human rights monitors to undertake immediate investigation of all cases of violations (including through the work of an investigative committee) to ensure that all individuals and groups accused of human rights violations would be brought to justice without delay and to take concrete measures to end impunity.

The human rights office set up in Sukhumi as part of the United Nations Observer Mission in Georgia had started operating in 1999 but had not achieved any tangible results as yet.

The decision to employ such a large number of human rights observers, public information specialists and other staff from this programme was debated at the outset of the Mission, but it quickly proved to be a success.

This is accomplished by setting up or strengthening national human rights capacities and national human rights institutions, following up on the recommendations of human rights treaty bodies and the Commission on Human Rights and creating a culture of human rights.

The new human rights architecture we will create such as the proposed Human Rights Council should advance human rights through cooperation and mutual support.

There are currently four key mechanisms in Canada to protect human rights the Canadian Charter of Rights and Freedoms, the Canadian Human Rights Act, the Canadian Human Rights Commission, and provincial human rights laws and commissions.
