One of the guarantees of security and stability in our region is the peaceful settlement of regional conflicts.

Previous review conferences have underlined the importance of negative security assurances and the relevance of Security Council resolution 984 (1995) and the unilateral declarations of the nuclear weapon States.

Early conclusion of a universal, unconditional and legally binding instrument on security assurances to non nuclear weapon States should be given attention at the Review Conference.

(d) Nuclear weapon States should adhere to their unilateral declarations of 1995 and be ready to enter into negotiations on legally binding negative security assurances

Furthermore, it must comply with Security Council resolution 487 (1981), which explicitly calls upon Israel urgently to place its nuclear facilities under IAEA safeguards.

The States members of CARICOM were particularly committed to the issue of nuclear safety and, to that end, had all concluded safeguards agreements with IAEA and were in the process of signing additional protocols.

After that we will have Chapter IV that deals with the Guarantees Of the Rights and Freedom.

Nuclear weapon States should follow through with their responsibilities under article VI of the Treaty and conduct consultations, to be followed by measures for nuclear disarmament.

Rather, it rings of a self fulfilling prophecy.

We therefore expect this Conference in the implementation of the mandate from the 2000 Review Conference, to make a decision on the Negative Security Assurances to Non nuclear Weapon States.

The challenges to compliance with the safeguards agreements must be addressed in a manner that upholds the integrity of the Treaty and the authority of the IAEA safeguards system, including through referral by the IAEA to the Security Council, as appropriate.

We will have failed if the reform of the Security Council does not translate into greater guarantees for the maintenance of international peace and security. We will have wasted an unprecedented opportunity to build a Security Council fit to meet the current and future necessities of the world.

Though in a limited number, there are guarantees in terms of available scholarships.

Japan also concluded an additional protocol to its IAEA Safeguards Agreement in 1999

But as also set out by Prime Minister al Jaafari, the resolution comes with important guarantees.

The Permanent Misson will provide additional information on safeguarding biological weapons in due course.
