23.73 Programme support services are provided by the Administration and Management Service.

The activities for which the Office of Central Support Services is responsible fall under subprogramme 4, Support services, of programme 24, Management and support services, of the biennial programme plan for the period 2006 2007.

The Programme Coordinating Board has recognized the importance of integrating prevention efforts into treatment delivery.

28G.23 This subprogramme encompasses the Information Technology Service and the Support Services Service.

(i) The activities to be implemented contribute to expected accomplishment (a) of subprogramme 1A and expected accomplishments (a) and (b) of subprogramme 1B of programme 10 of the biennial programme plan for the period 2006 2007

The Division also includes the Dag Hammarskjöld Library, which is covered under subprogramme 3, Library services.

The Department of Management is solely responsible for activities covered by subprogramme 1, Management services and administration of justice.

The inter office voucher account was used for the imprest account transactions effected by UNDP on behalf of UNOPS.

The creation of regional service centres and, in Africa, country service centres enables UNDP to service its own programmes, and to offer such services to other parts of the United Nations system.

The programme serves 90,000 persons annually from high risk groups.

Other resources the resources of UNDP, other than regular resources, that are received for a specific programme purpose, consistent with the policies, aims and activities of UNDP and for the provision of management and other support services to third parties. Under this category fall cost sharing and trust funds established by the Administrator.

The Programme is divided into two components G.3.1 Procurement Services and G.3.2 Logistics Services.

The Global Programme against Terrorism of the United Nations Office on Drugs and Crime (UNODC) provides advisory services that can be useful in the preparation of reports.

28B.2 The activities programmed under this section fall within subprogramme 2, Programme planning, budget and accounts, of programme 24, Management and central support services, of the biennial programme plan for the period 2006 2007.

The total program expenditure, however, increased, because of additional support services such as training, pharmacare and special needs, as those individuals who continue to receive income assistance have more complex barriers to employment requiring multiple, long term interventions.

The Board notes that UNOPS has opted not to collaborate with UNDP and has prepared its own fraud policy.

This programme allocated funds to state or territory governments for the provision of supported accommodation services to people who are homeless or at risk of homelessness.

27.25 The programme of activities under subprogramme 1, Strategic communication services, is carried out by the Strategic Communications Division, which includes information activities on the question of Palestine, the United Nations information centres, services and field offices.

It was noted that a corrigendum to the biennial programme plan had been issued with respect to programme 24, Management and support services, to include a programme narrative for services to the Fifth Committee of the General Assembly and to the Committee for Programme and Coordination.3

With the ability of UNDP to undertake direct execution now delineated in its financial regulations and rules, and with the rapidly growing development of UNDP service centre capacity, the decline is expected to continue.

During 2004, WFP's Aviation Unit has provided short term air services at the request of United Nations agencies and has collaborated with UNHCR to agree on arrangements for long term air services.

1.8 Within the Conference Services Division of the United Nations Office at Geneva, substantive responsibility for the subprogramme is assigned to the Central Planning and Coordination Service.

Objective The objective of the Programme is to ensure enhanced responsiveness and quality by providing direct, efficient and cost effective administrative support services for all UNIDO activities.

1.14 Within the Division of Conference Services of the United Nations Office at Nairobi, substantive responsibility for the subprogramme is assigned to the Planning and Coordination Section.

UNDP, UNFPA and UNOPS are of the view that, given performance issues, there is sufficient control and will monitor the situation.

Every data table retains a record of the person raising the transaction. UNFPA, together with UNDP and UNOPS, believes that this is sufficient control, but will continue to monitor the situation.

The programme will provide successful applicants with volunteer business mentors and full access to the organization's local and national business support network.

UNEP deliberated on that report in August 2004 to determine the best course of action to implement the audit recommendations of the Office and the Board.

The Board nevertheless considers that UNOPS should be able to make reasonable projections even before accounts are processed by UNDP.

5. Notes the proposal of the Secretary General to increase United Nations funding for the cost of servicing the Programme secretariat and the Governing Council from the regular budget

BreastScreen Australia provides free breast cancer screening and assessment services at two yearly intervals to women aged between 50 and 69 years.

The implementation of Atlas as at 1 January 2004 enabled financial systems at UNDP country offices to interface with UNOPS for the transactions captured by UNDP on behalf of UNOPS.

The activities for which the Division is responsible fall within programme 24, Management and support services, of the biennial programme plan and priorities for the period 2006 2007 (A 59 6 Rev.1).

The national programme for improving disabled people's livelihood and certain laws and regulations were designed to create a favourable environment to improve access to basic services for children with disabilities.

WFP continued to provide inter agency air services for United Nations agencies and NGOs in Afghanistan, Angola, Burundi, Chad, Iraq (until August), Somalia, Sudan and West Africa.

Other increases in Major Programme H relate to the implementation work for the security enhancement programme implemented under the guidance of the Security and Safety Services of UNOV.

In addition, the Programme seeks to ensure appropriate representation and interaction of UNIDO both in New York and Geneva with Permanent Missions, United Nations system agencies, other intergovernmental organizations, civil society organizations (CSOs), the media and other relevant bodies to enhance UNIDO's role within the United Nations system, secure opportunities and ensure effective cooperation and coordination with other agencies.

Report of the Office of Internal Oversight Services on the triennial review of the implementation of the recommendations made by the Committee for Programme and Coordination at its forty second session on the in depth evaluation of legal affairs

The Committee for Programme and Coordination agreed with the main critical finding of the Office of Internal Oversight Services, that UN Habitat needed to sharpen its focus and narrow its scope of activities.

At its forty second session in 2002, the Committee for Programme and Coordination considered the report of the Office of Internal Oversight Services (OIOS) on the in depth evaluation of legal affairs (E AC.51 2002 5).

COPSUBLA programme has monitored the follow up to decisions made by the COP and its subsidiary bodies and provided advice and analysis on relevant issues, including legal issues, relating to the work of the secretariat. It has prepared legal analyses and reports on various matters, including arbitration and conciliation procedures, and provided legal advice on the interpretation and application of the UNCCD and the rules of procedure of the COP.

The Board notes that the implementation of the above mentioned control was a decision taken by the trilateral advisory panel which is made up of representatives of UNDP, UNFPA and UNOPS.

UNDP has issued draft service level agreements for payroll and treasury services, which UNOPS is reviewing to ensure that functions and responsibilities, especially with regard to controls, are properly defined.
