The Programme must be strengthened in order to increase its efficiency in dealing with environmental problems.

Therefore as India and Pakistan, as you and I, it behooves us to transcend our differences, to celebrate our diversity, to leverage our common humanity.

It is therefore incumbent upon us that we honour the promises that, 60 years ago in the rubble of the most appalling conflict, gave rise to hope among the peoples of the world.

In fact, reducing the risks of proliferation could pave the way for more widespread use of peaceful nuclear applications.

As we mark the sixtieth anniversary of the United Nations, it is indeed proper and fitting to reflect on the achievements and setbacks of our Organization since its inception.

However, in mission training for the military component was in most cases conducted only by military officers, whereas instruction from experienced civilians would have been beneficial for the trainees.

There has clearly been no specific coordination among the many initiatives taken within the framework of the dialogue but, equally clearly, the call was perceived by many, across many divides, as one that had to be heeded.

While happy to report these two significant results of my initial visit, I should bring to your attention my concern regarding some potential and actual impediments to progress in organizing the electoral process and indeed the broader peace process.
