The Netherlands Nationality Act was also amended when the Adoption (Conflict of Laws) Act ( the WCAD') entered into effect on 1 January 2004.

The draft attempted to provide this controlling provision in order to avoid assumptions that could be created by the possibility of accessing information systems from anywhere in the world, if appropriate electronic communication exists.
