Child labourers are also at risk of being used for drug trafficking or kidnapped for forced labour and sexual exploitation.

In this connection, the Committee recommends that the State party consider ratifying ILO Convention No. 29 on forced or compulsory labour.

(f) To continue its efforts with the International Labour Organization towards the effective implementation of the national mechanism established to receive complaints of forced labour

During its twenty ninth session, the Working Group held a one day special discussion on the issue, co organized with the Internal Labour Organization Special Programme of Action on Forced Labour.

Yet despite the scandal, migrant workers and children in school uniforms are still being abducted from other provinces and pushed into monstrous brick plants and coalmines.

At the height of the war between especially 1999 and 2004, large hordes of children took refuge on the streets of Gulu town to escape the horrors of abduction and brutal conscription to the ranks of the LRA.

However, foreign wars and conquests made slaves increasingly cheap and plentiful, and by the late Republic, the economy was largely dependent on slave labor for both skilled and unskilled work.

These children are very likely being utilized by their commanders on plantations and in mines as forced labourers and, thus, were withheld from the DDRR process.

(g) The initial measures to combat impunity concerning forced labour, including the six month moratorium on arrests of individuals who report forced labour and the release of two prominent detainees
