The Committee will seek to ensure that there is a full exchange of national reports, visit reports and other relevant information between and among the respective Committees and groups of experts, including with regard to visits to States and other official travel and technical assistance.

In section II, the Special Rapporteur discusses the methods of work related to country visits, particularly the terms of reference for fact finding missions.

For each country a background report was provided by a national consultant.

The Special Rapporteur observes that in recent years much concern has been raised by Governments with respect to the above mentioned terms of reference, particularly with regard to unannounced visits to places of detention.

In the next three months, two practical tasks have a high priority first, implementation of the first visits to Member States, and, secondly, the convening of the fourth special meeting of the CTC with international, regional and subregional organizations in Almaty.
