The present document contains substantive proposals on the draft principles and guidelines on the cultural heritage of indigenous peoples, for consideration by the Working Group at its twenty third session.

IADC continues to work on technical issues that will lead to changes in the guidelines, in addition to considering the issues raised by member States of the Committee.

The Committee's reporting guidelines include a reference to the expanded core document and States parties may thus wish to use the option of the expanded core document and treaty specific report.

I reaffirm my country's commitment to reforming the Council's composition pursuant to the guidelines and proposals submitted by the Uniting for Consensus group and contained in document A 59 L.68.

The general technical guidelines developed under the Basel Convention address matters related to all three of the outstanding definitional issues raised in paragraph 2 of Article 6 of the Stockholm Convention.

The final document adopted yesterday at the summit (resolution 60 1) has unquestionably fallen short of our expectations. However, it provides us with guidelines that will enable us to carry out our work.
