In order to help the most vulnerable sectors of the population, the United Nations has launched a consolidated appeal for 39 million.

In that regard, we have supported the United Nations flash appeal and the consolidated appeal recently announced in Geneva.

The instrument an inter sectoral matrix was piloted in the preparatory phases of two CAPs for 2005.

The Consolidated Appeal Process, the CERF and the clusters are all tools that should enhance the humanitarian response of the United Nations.

For the first time, the 2005 appeal preparation benefited from a gender adviser, provided by UNIFEM, to mainstream gender issues in the annual appeal.

The Consolidated Appeal Process has been an effective financing and planning mechanism for United Nations humanitarian assistance agencies.

There must also be a renewed commitment to strengthen the Consolidated Appeal Process, which remains the most important tool for ensuring strategic, coordinated and effective humanitarian response.

I appeal to the donor community to respond with a sense of urgency to the Consolidated Appeal for Eritrea in order to avert a rapid deterioration of the humanitarian situation in the country.

By May 2005, the Office had received 953,000 in donor contributions through the 2005 consolidated appeal process.

The members of the Council appealed to the international donor community to respond generously to the consolidated appeal process launched by the United Nations on behalf of the Central African Republic in order to address its preoccupying humanitarian needs.

Both the Central Emergency Revolving Fund (CERF) and the Consolidated Appeal Process, established in accordance with General Assembly resolution 46 182, have played an important role in the last decade or so.

Existing cooperation frameworks, such as the United Nations Development Assistance Framework and the consolidated appeal process, should be strengthened to provide greater support to the country's economic recovery efforts and to prevent any deterioration in the socio economic situation.

We look forward to further discussion on the operational modalities of the enhanced CERF and on how the Fund links to other initiatives, such as the Consolidated Appeals Process and the effort to standardize assessment methodologies.

Neither of these two issues CERF or the Consolidated Appeal Process was explicitly addressed in the Humanitarian Response Review, although addressing them is critical to ensuring more effective humanitarian action.

In this regard, the consolidated appeals process for West Africa, among others, serves as a useful instrument to harmonize the humanitarian calls for countries in crisis and also neighbouring States affected by those crises.

On 11 November 2004, the Secretary General launched the 2005 Consolidated Appeal for Humanitarian Assistance through which 134 million was requested for Burundi, almost half of which is dedicated to supporting the return of refugees.

We are prepared to make multi year commitments to the CERF if we are satisfied with its operations in the first year and if we see continued improvements in the Consolidated Appeal Process and the needs assessments which underpin them.

In keeping with the Government's general policy paper, the United Nations system and other partners are currently providing support to the new authorities, particularly in the social and humanitarian fields, where their joint efforts are structured around, inter alia, the consolidated appeal process.

In 2005, the consolidated appeals process focused primarily on trying to alleviate the deterioration of human security in West Africa, hence the ongoing close collaboration among the humanitarian, political and military actors.

There have been a number of responses to this call.

Eleven other types of call have been described including a flock call, threat call, attack call, snarl call and copulation call.

Inadequate funding of the 2005 Consolidated Appeal Process forced humanitarian agencies to reduce the targeted number of persons receiving food assistance from 2.3 million to 1.2 million and the standard food ration by 40 per cent.

The 2005 appeal focused attention on preventing a further deterioration of the socio economic situation, ensuring civilian protection and targeting of emergency assistance to locations with acute humanitarian needs arising from the conflict, notably in the Gaza Strip, Nablus and Hebron.

His plea generated over 200 responses in two days.

We encourage all Member States to respond to that call.
