The panellist from the UN Global Compact introduced the Global Compact and the way it approached the issue of CSR.

In the past year OHCHR has produced jointly with the Global Compact Office a publication entitled Embedding Human Rights in Business Practice, which contains analysis and case studies on the experience of companies in trying to implement the Global Compact human rights principles.

The Organization's sponsorship of the Global Compact Leaders Summit in June 2004 highlighted the paradox that the Secretariat itself could do more to ensure that its own administrative practices were fully aligned with Global Compact principles.

He stressed the importance of local networks for the development of constructive dialogue concerning the nature, contents and impact of the Global Compact.

This led to the founding of the United Nations in 1945, which adopted the Universal Declaration of Human Rights in 1948.

Regarding the Global Compact, concerns were expressed that it could evolve into a binding instrument, contrary to the intentions of its founders.

Instead, the model should be former United Nations Secretary General Kofi Annan s initiative, the Global Compact.

A recent initiative was proposed under the Global Compact umbrella in Johannesburg entitled Growing Sustainable Business in the Least Developed Countries .

In response, a number of discussants pointed out that the only sanction available under the Global Compact was to withdraw membership from any corporate participant that failed to comply, within two years, with the reporting obligations under the Compact.

Building upon the dynamic of the Global Compact Initiative, the private sector could be further involved in the process through strategic financial support to targeted areas of interest

It is also why we are creating a new Global Impact Vulnerability Alert System, giving us real time data and analysis on socio economic conditions around the world.

UNODC collaboration with the private sector under the Global Compact Initiative was also noted, though one representative questioned how such collaboration was to be developed.

In order to ensure more effective collaboration by the United Nations agencies involved in the initiative, OHCHR has worked together with the Global Compact Office and the five other participating agencies in establishing a Global Compact Inter Agency Team.

With regard to the core instruments, there are 28 States which have not signed or ratified either of the two Covenants that, together with the Universal Declaration of Human Rights, make up the International Bill of Human Rights.

We believe that the most suitable mechanism for addressing such challenges is one based on global consensus and collective security, as enshrined in the Charter.

Indeed, at the core of CR lies the economic dimension, i.e. the inherent impact of firms in the economic sphere and particularly on economic development.

With respect to the World Conference on Population and Development, many important actions are being developed, such as the National Pact to Reduce Maternal and Neonatal Death, as well as other measures described in Article 12.

No single covering law was enacted for any of the three main human rights treaties to which Pakistan is party the International Convention on the Elimination of Racial Discrimination, the Convention on the Rights of the Child and CEDAW.

An examination of the travaux préparatoires of the United Nations Charter indicates without doubt that the drafters intended Article 103 to apply not only to the Charter itself, but also to applications of the Charter such as under Chapter VII.

I believe that, with this document, we are making progress in that direction. That is the very philosophy of the Charter a philosophy that must be preserved, just as we must safeguard the Charter itself and its principles, which relate to the very future and progress of nations and peoples.
