The role and responsibilities of the High Commissioner for Human Rights should further be clarified and strengthened.

The report of the annual session of the Executive Committee of the High Commissioner's Programme is submitted in an addendum to the High Commissioner's annual report.

Management provided a list of 220 staff posts (including the High Commissioner and Deputy High Commissioner posts) and related costs categorized as management administration at Headquarters funded under the regular budget.

The Advisory Committee notes that an amount of 36,,000 is projected for contributions from the private sector in It trusts that clear ethical guidelines on private sector fundraising are observed In this connection, the Advisory Committee points out that other organizations have developed codes of conduct for fundraising from the private sector and that it would be useful for all agencies to adopt best practices in this matter

The Under Secretary General held separate policy and coordination meetings with the High Commissioner for Human Rights in October 2004 and with the Deputy High Commissioner in December 2004.

During its consideration of the reports, the Advisory Committee met with representatives of the High Commissioner

I welcome the decision to strengthen the Office of the High Commissioner for Human Rights and to provide it with the funds necessary for its activities.

Such programmes would address the objectives set out in the UNHCR Convention Plus initiative, and would set the foundations for special agreements along the lines envisaged by the High Commissioner.
