A management instruction on nationally executed projects is to be issued, effective 1 June 2005.

The representative of Egypt, speaking on behalf of the African Group, expressed appreciation for the 2004 Activities Report of the Division on Investment, Technology and Enterprise Development, which referred to projects implemented in 46 African countries, and thanked UNCTAD for the quality of its work and the results achieved.

As of 30 November 2004, UNOPS estimates that total 2004 delivery will be 381.59 million.

Projects undertaken in the context of product innovation and diversification for enhanced market access have also focused to a large extent on the textiles and garments sector.

The Board also recommended that UNDP continue to explore the reasons why certain nationally executed expenditure projects were not being audited by the country offices, in accordance with UNDP guidelines.

This is intended to provide the offices and staff with a tool for following up the recommendations of nationally executed expenditure project auditors and to provide a basis for corporate reporting and monitoring of such recommendations.

UNOPS experienced growing demand for its services, particularly for project management services supporting large scale, complex programme activities in post conflict and transitional situations.

Compliance by country offices with national execution and non governmental organization audit requirements is reflected in the annual performance evaluation of UNFPA Representatives.

In paragraph 128, UNFPA agreed with the recommendation of the Board of Auditors to continue its efforts to obtain and record particulars of actual audit costs for all audits of nationally executed projects.

The substantive value added of having UNOPS as an executing agency under the RCF RP is unclear and largely preserved for bureaucratic reasons.

The draft decision also entails the adoption of the guidelines for the implementation of Article 6 and the establishment of the Article 6 Supervisory Committee which is to supervise, inter alia, the verification of emission reduction units generated by Article 6 projects.
