Judge Van Den Wyngaert's term of office as a member of the pool of ad litem judges had come to an end on 11 June 2005.

In accordance with the provisions of section IV of General Assembly resolution 59 276, a provision of 400,000 is included to accommodate the recurring requirements for ad hoc judges.

My delegation is also pleased to note that the adoption of resolution 1597 (2005), which removed the prohibition on the re election of ad litem judges, has contributed to the efficient functioning of the Tribunal.

Nonetheless, I can assure the Council that all efforts are being taken by the pre trial Judges assigned to cases of multiple accused to ensure proper pre trial preparation.

At the invitation of the President, Mr. Ileka (Democratic Republic of the Congo) took a seat at the Council table the representatives of the other aforementioned countries took the seats reserved for them at the side of the Council Chamber.

We believe that the role of ad litem judges in advancing the trials is also important, in particular after the Council has had to adopt a series of resolutions to facilitate the process of electing and assigning those judges.

Essential to the completion strategy is the increase in judicial capacity facilitated by the creation of a pool of ad litem judges, pursuant to Security Council resolutions 1431 (2002) and 1512 (2003).

During the period under review, the Secretary General appointed four ad litem judges to the Tribunal, bringing the number of ad litem judges at the Tribunal to nine, the maximum number permitted.

Although modalities for ad hoc participation and consultation in these latter bodies have widened, no formal steps have been taken to achieve effective participation of developing countries.
