In 2003, the Ministry of Internal Affairs, in conjunction with the Bar Association of Azerbaijan, had approved regulations to safeguard the right of defence of detainees, suspects and accused persons.

The insistence by the Trial Chambers on having two Defence counsel and, in the event of illness or absence of one counsel, requiring the remaining counsel to continue, will reduce the occurrence of interruptions of trials.
