These borrowings caused a surge in non performing bank loans in the early and mid 1990 s, when total non performing loans hit 40 of GDP.

At the start of Koizumi s government, 8.4 of bank loans in Japan were non performing.

Just ask any of the large international banking groups headquartered in financially stressed eurozone countries.

Loans often require bribes, and the banks procedures are bewildering to the unlettered.

Furthermore, emerging international banking capital adequacy regulations (Basel II), make the credit risks rating of potential borrowers a condition for their access to bank loans.

In such a scenario, non performing loans in China s banking system would probably amount to roughly 1 trillion.

Bank loans have started to increase, but small borrowers, new borrowers, and start up companies are regularly refused.

And the European Central Bank will also blithely continue its bailout policy in terms of giving loans to the eurozone s troubled members and purchasing their government bonds.

The EFSF might be just enough to guarantee the public debt of the four problem countries, but certainly not their banking sectors liabilities as well.

The country remains the world s largest creditor, and has slowly but steadily eliminated enormous non performing loans in its banking sector.

But there remain little new securitization and bank debt offerings without government backup.

Back in 2002, all of China s major banks were awash in non performing loans (NPLs), which in some cases amounted to more than 10 of the total balance sheet.

But, despite the pivotal economic role that the informal sector plays, it has no access to conventional bank loans.

So it is no surprise that a huge volume of bank loans has passed through the local branches of state owned banks to finance local public investment projects.

Generally adhering to global standards in the transparency of financial policies and banking supervision, the financial sector provides ample access to credit for entrepreneurs.

The main impediment in China is local governments, which compete with SMEs for bank loans and inevitably crowd them out from the formal banking sector.

But the implicit guarantees on these bonds as well as on existing bank loans amount to hidden extra budgetary liabilities for the central government.

The old NPL problem was resolved, primarily by establishing asset management companies to take over doubtful assets, and injecting new capital into the commercial banks.

Conversely, when the monetary authority tightens credit too quickly, asset prices become more volatile, resulting in more non performing loans and triggering economic shocks.

Meanwhile, interest rates on bank loans to nonfinancial enterprises remain close to 7 , despite having fallen slightly over the last year. And, in the second quarter of this year, the annualized interest rate on loans to small nonfinancial corporations surpassed 25 .

In 2012, the People s Bank of China allowed commercial banks to float interest rates on deposits upward by 10 from the benchmark, and on bank loans downward by 20 .

The Government of Tonga collected data disaggregated by sex in a number of areas, including on employment by industry group and occupation, holders of bank loans and causes of death.

But a hard landing becomes more likely in 2013, as the stimulus fades, non performing loans rise, the investment bust accelerates, and the problem of rolling over the debts of provincial governments and their special investment vehicles can no longer be papered over.

Countries on the periphery tend to be poorer and more dependent on commodities than the more developed world, and they must repay more than 1.4 trillion in bank loans in 2009 alone. These loans cannot be rolled over without international assistance.

The remedy here is not to break up the banks, but to limit bank loans to this sector say, by forcing them to hold a certain proportion of mortgages on their books, and by increasing the capital that needs to be held against loans for commercial real estate.

The investment loans and massive debts among local financing platforms, together with the off record credit channeled through the shadow banking system, are increasing the risk that non performing loans will soon shake the banking sector.

The balance of bank loans to LGIVs increased only slightly in 2012, to 9.3 trillion, from 9.1 trillion in 2011.

Since exports and investment account, respectively, for 30 and 40 of China s GDP growth, its economy is particularly vulnerable to weakening external demand and accumulation of non performing loans caused by excessive and wasteful spending on fixed assets.

With roughly 2 trillion in foreign exchange reserves, the Chinese do have deep pockets to fund massive increases in government spending, and to help backstop bank loans.

Moreover, the level of non performing loans in Chinese banks was quite low when Lehman Brothers collapsed, which allowed Chinese policymakers to let it increase in order to battle the crisis.

They saved the banking systems, modernized telecommunications networks, rebuilt ailing industries, raised the quality of goods, and undermined the cozy vested interests that had robbed ordinary citizens for decades.

And the credit crunch for non investment grade firms and smaller firms, which rely mostly on access to bank loans rather than capital markets, is still severe.
