We congratulate the Secretary General for his bold report concerning the improvement of the Central Emergency Revolving Fund (CERF) (A 60 87).

The Secretary General administers the Fund through the Office of the United Nations High Commissioner for Human Rights (OHCHR) with the advice of a Board of Trustees composed of five members acting in their personal capacity, appointed by the Secretary General with due regard to equitable geographical distribution and in consultation with their Governments.

Last October, the Fund estimated that growth in the region would reach 3.2 this year now, it says that growth will barely be positive.

Last year, the Fund directly assisted 30,000 Roma children and 800 university students.

On 6 January 1998, the Secretary General established the Trust Fund for Children and Armed Conflict.

The General Conference decided (GC.10 Dec.15) to maintain the Fund at the same level for the biennium 2004 2005.

The General Fund and Working Capital Fund now show only UNIDO's contribution to BMS costs.

Its mandate was wisely amended last year, thus considerably broadening the number of potential beneficiaries.

In paragraph 22 of its resolution 1240 (XIII) of 14 October 1958 on the establishment of the Special Fund, the General Assembly provided that the Secretary General, after having consulted the Governing Council of the Special Fund, would appoint the Managing Director, subject to confirmation by the Assembly.

8. Calls upon developed countries, which are increasingly participating in the training programmes conducted in New York and Geneva, to make contributions or consider increasing their contributions to the General Fund

In early 2001, former United Nations Secretary General Kofi Annan launched a powerful and persuasive appeal to establish the Global Fund.

Provisions for enhancing the process of institutional capacity building, including expanded use of information technology, will be incorporated into the General Fund.

The budget text clarifies which programme activities fall under the General Fund, and which fall under the project budget component.

3. This Trust Fund ( the Fund ) is established by the Secretary General in accordance with General Assembly resolution 55 7 and pursuant to the Agreement on Cooperation and Relationship between the United Nations and the Tribunal of 18 December 1997 (resolution 52 251, annex).

We applaud the proposal put forward by Mr. Jan Egeland, Under Secretary General for Humanitarian Affairs and Emergency Relief Coordinator, for renaming the upgraded Fund as the Central Emergency Response Fund.

My delegation takes note of the report of the Secretary General on the Secretary General's Trust Fund to Assist States in the Settlement of Disputes through the International Court of Justice (A 60 330).

(25 Professional Staff and 12 General Service Staff) It should be noted that recruitment is under way to fill two vacant General Fund posts (one P 2, one General Service) and one General Fund post (one General Service) that will be vacant as of 1 October 2005.

Although the objective set by the Board in 1994, to bring the fund balance of the General Fund to at least 1,000,000, has been reached ( 1,135,748 as at 31 December 2004), this does not mean that the General Fund has overcome its vulnerability.
