The Team reviewed those documents and considered the conclusions contained therein.

Based on the totality of available information past reports of the Panel of Experts and the Monitoring Group and the work of the current Monitoring Group  the Monitoring Group believes that a very significant quantity of the arms available for sale at BAM come from Yemen.

All monitoring strategies and programmes have reasons and justifications which are often designed to establish the current status of an environment or to establish trends in environmental parameters.

The current trend of high visibility direct support by States of the region, as noted by the Monitoring Group in the present report, is not new to Somalia.

Monitoring should not been seen as an expensive option because monitoring will be supported by capacity building measures.

Key areas yet to be effectively addressed include in depth reform of the existing structure of the police force, post deployment monitoring and assistance and an expansion of the force to 62,000.

The Monitoring Group notes, however, that the lack of an established central Government in Somalia and the current elevated threat of widespread hostilities has severely retarded, if not put on hold for the time being, serious countrywide capacity building efforts.

However limited its current impact, the Monitoring Team is convinced that the arms embargo remains a vital part of the overall sanctions regime against Al Qaida, the Taliban and their associates.
