On 1 June 2005, the Prosecutor initiated an investigation and informed Pre Trial Chamber I, followed by a public announcement thereafter.

Pre Trial Chamber II has recently unsealed the arrest warrants for five senior leaders of the Lord's Resistance Army in Uganda on counts of crimes against humanity and war crimes.

We especially welcome the unsealing by Pre Trial Chamber II, on 14 October, of the first five warrants of arrest against senior leaders of the Lord's Resistance Army for crimes against humanity and war crimes committed in Uganda.

On 17 February 2005, Pre Trial Chamber I issued the first judicial decision of the chambers in a case, deciding to convene a status conference with the Prosecutor and his representatives on the situation in the Democratic Republic of the Congo.9 Since then, Pre Trial Chamber I has held a number of hearings and issued several decisions in relation to this situation.10

Pre appeal procedures were completed during the reporting period, with a substantial number of pre appeal decisions being issued by the Appeals Chamber.

These, as well as the adoption of measures to regulate the pre trial process and to restrict the number of interlocutory appeals have greatly contributed to the efficiency of the working methods of the Rwanda Tribunal.

We note that the three Pre Trial Chambers have been established.
