In the United States, audit organizations use either Generally Accepted Government Auditing Standards, known as the Yellow Book, or the Institute of Internal Auditors's International Professional Practices Framework, known as the Red Book.

14. Welcomes the information contained in the report of the Board of Auditors and its focus on the implementation of the International Public Sector Accounting Standards in the United Nations system, and emphasizes the importance of appropriate audit coverage on this issue in its future reports

The International Congress of Supreme Audit Institutions has recognised this in its formulation of the principles for best audit arrangements for international institutions.

The United States delegation wondered whether the lower estimated cost of external audits by the Board of Auditors reflected reduced audit coverage or better audit efficiency.
