The auditor's claim file stated that its audit activities did not resume until August 1991, more than four months after the date of the allegedly contemporaneous audit certificate.

As at March 2005, 85 per cent of offices had submitted their audit plans.

With reference to the presentation of accounts, all United Nations organizations, funds and programmes adhered to the United Nations system accounting standards, which allowed for some flexibility in order to reflect the particular characteristics of individual organizations.

Such a cap would not eliminate current account deficits, but it would reduce deficits to the flow of private capital willing to finance them.

The UNHCR Audit Service, in close cooperation with the UNHCR Audit Coordinator in the Controller's Office, vigorously follows up on outstanding audit recommendations.

Any statement of ex gratia payments is submitted to the Board of Auditors with the annual accounts.

This is especially true of the WTO, where Washington and Brussels seem more concerned at settling old scores and protecting their respective turfs than in engaging with the new players.

Likewise, the Bush administration opposed the OECD initiative to restrict bank secrecy until it realized that secret bank accounts help finance terrorists.
