As in recent years, a contingency provision has been made in the proposed budget to cover the cost of such services in the event the General Assembly does not maintain its past practice.

The Secretary General has the honour to place before the General Committee, for its consideration, the following observations and proposals in connection with the report to be made to the General Assembly by the General Committee regarding the organization of the sixtieth regular session and future sessions of the Assembly, the adoption of the agenda and the allocation of items.

At its fifty eighth session the General Assembly adopted resolution 58 211, which declared 2006 the International Year of Deserts and Desertification.

Estimates are to be submitted to the General Assembly, through the Advisory Committee, for funding under section 3, Political affairs, of the regular budget.

The General Assembly would maintain the right to elect the non permanent members.

He further indicated that on the sole occasion that he had advised the General Assembly to declare the existence of an exceptional risk, the Assembly had not acted on his advice.

Until those amendments entered into force, the General Assembly, in its resolution 47 111, had decided to finance the bodies concerned from the regular budget.

The informal interactive hearings would be held within existing resources already earmarked for meetings of the General Assembly on the condition that they are not held when the General Assembly is meeting, and the 75 pages of documentation would be processed as documents of the General Assembly.

I am writing in connection with the provisions of section I, paragraph 7, of General Assembly resolution 40 243, according to which no subsidiary organ of the General Assembly may meet at United Nations Headquarters during a regular session of the Assembly unless explicitly authorized by the Assembly.

Requests the Secretary General to submit to the General Assembly at its sixty first regular session a report on the status of the process of entry into force of these amendments to the Charter.

Therefore, should the General Assembly adopt draft resolution A 59 L.58, there would be no financial implications for the regular budget for the biennium 2004 2005.

The points which are not ordinary are singular.

Since the Committee holds its second regular session of each calendar year in late November, which coincides with the regular sessions of the General Assembly, it adopts its annual report at the end of its spring session, for appropriate transmission to the General Assembly during the same calendar year.

The General Assembly of the United Nations, at its 58th fifty eighth ordinary session, adopted resolution A RES 58 211 which declares 2006 the International Year of Deserts and Desertification In doing so, the General Assembly underlined its deep concern for the exacerbation of desertification, particularly in Africa, and duly noted its far reaching implications for the implementation of the MDGs, in particular on poverty eradication.

However, by paragraph 5 of its resolution 59 244, the Assembly decided to hold the comprehensive review of the Programme of Action in 2006 within the Assembly during its sixty first session.

At its fifty seventh session, the General Assembly amended rule 1 of the rules of procedure of the Assembly concerning the opening date of its regular session and also decided on the opening date and duration of the general debate (see items 1 and 8) (resolution 57 301).

In September, Bush made an unexpectedly low key speech to the UN General Assembly.

The General Assembly is making a real contribution to mobilizing the international community against illicit trafficking in small arms.

However, it was noted that the General Assembly would decide on the specifics regarding non governmental organization participation.

The decision had been adopted by COMEST at its fourth ordinary session, held in Bangkok in March 2005, and would be submitted to the General Assembly of UNESCO for its consideration in late 2005.

It was for that reason that South Africa supported the proposal that the General Assembly consider financing some of those operations from the regular budget on an exceptional basis, and we regret that this could not be agreed.
