With regard to the number of ratifications necessary for entry into force of the instrument (art. III B), the Chairperson suggested that 20 ratifications should be required, as was the case with other human rights instruments.

The Moscow Peace Treaty was signed by Finland and the Soviet Union on 12 March 1940, and the ratifications were exchanged on 21 March.

NGO involvement in days of general discussion and the need to strengthen efforts to campaign for further ratifications of the Convention were also discussed.

It was generally agreed that any amendments to the 1989 Convention should be minimal so as to encourage States to ratify it and not to withdraw existing ratifications.

The most persuasive model is that of the ILO, which publishes a List of ratifications by Convention and Protocol in an annual report to the International Labour Conference.

Given that its negotiation took longer than the Trafficking in Persons Protocol and the Migrants Protocol, it has not yet obtained sufficient ratifications to enter into force.

We are encouraged by the progress made towards universal adherence to the Convention, and we are pleased to see that, since our last debate, the number of ratifications has increased, raising the number of States parties to 148.

Mr. Estrella Faria (Secretariat) said that there was no standard practice for fixing the period during which an UNCITRAL convention would remain open for signature or for specifying the number of ratifications that would be required for entry into force.

By its resolution 53 139 of 9 December 1998, the General Assembly authorized the Secretary General to extend the spring sessions of the Committee by one additional week starting in 1999 because of the increase in the number of ratifications and, therefore, the number of country reports submitted annually.

Emphasizes the need to ensure financing and adequate staff and information resources for the operations of the human rights treaty bodies, particularly in view of the additional demands placed on the system by the new reporting requirements and the increasing number of ratifications and, with this in mind

For effective implementation of the Convention, it will also be essential for the Conference of the States Parties to the Convention, which will be convened within one year of the entry into force of the Convention, to be able to count on a wide number of additional ratifications or accessions by States from all regions of the world.

We are confident that more ratifications will soon follow, and we encourage all States that have not yet done so to accede to the Rome Statute and join our efforts to translate the expression never again which has been commonplace since the First World War into action.
