The report also provided an analysis of trends in seizures, illicit trafficking and diversions involving precursors, thereby assisting Governments in their efforts to prevent the diversion of those substances for use in illicit drug manufacture.

Similarly, States should consider launching law enforcement investigations when attempted diversions have taken place, as well as putting in place mechanisms for identifying attempted diversions by monitoring transactions involving precursors, materials and equipment used in the illicit manufacture and production of narcotic drugs and psychotropic substances.
