The NTC has suffered regular internal disputes, and its membership and functioning are shrouded in secrecy.

As a result, the NTC simply does not have the time necessary to implement the changes the Libyan people expect.

Today, the NTC is hard pressed to find competent, politically untainted bureaucrats to fill its ministries.

The National Transitional Council refuses to make difficult decisions, instead palming them off to a future elected government.

It was occupied by anti Gaddafi forces on 7 August, just a few weeks before they entered Tripoli.

Unseasoned in the art of politics, the NTC frequently lacks the foresight needed to make critical decisions.

Libyans complain that the new government has continued the NTC s policy of favoring revolutionary brigades over institutionalized security services.

On 9 September, the NTC health minister said that the Khamis Brigade had lost around 9,000 soldiers during the war.

Some concerns have been raised about the interference or influence of some frontline States in the selection and operation of the TFP.

That transformation adhered to the political process mandated in Iraq's transitional administrative law and endorsed by Security Council resolution 1546 (2004).

The World Bank is also evaluating the Government's request for the continuation of the transition support programme for another three years, until the fiscal year 2007 08.

Even where there is accord in principle, there is little agreement in practice.

Any decisions, recommendations or suggestions adopted in accordance with the International Agreement which preceded this Agreement1 and which are still in force at the time of the entry into force of this Agreement shall continue to apply unless they are contrary to this Agreement or they are repealed by the Council of Members.
