Aware also of the pressing need of many of the remaining Non Self Governing Territories, including in particular small island Territories, for economic, social and other assistance from the United Nations and the organizations of its system,

The United States Department of the Interior Office of Insular Affairs was allocated 79 million in funding for the fiscal year 2005, 27.7 million of which was for capital investment in the United States Territories and 8.5 million in technical assistance funding for the insular areas.12 A request by the Governor of Guam to the President of the United States to grant federal debt relief to Guam on the order of 200 million was rejected in January 2005.

The participants recognized the vulnerability of small island Non Self Governing Territories, which continues to be of major concern and that this vulnerability will grow unless urgent steps are taken to address and strengthen the Territories' capacities, in accordance with the Mauritius Declaration of January 2005.c

With regard to the small island Territories in the Caribbean and the Pacific, the international community must facilitate the sustainable growth of their economies in order to advance the decolonization process according to the wishes of their peoples.
