The developing countries, which make up most of the High Contracting Parties to the Convention, cannot comply with the proposed technological requirements.

A meeting of the High Contracting Parties to that effect should be convened.

Pursuant to the same resolution, Switzerland issued a report based on consultations with all the High Contracting Parties to the Fourth Geneva Convention.

Paragraph 22 This paragraph only applies to States whereas Article 3 (10) of Amended Protocol II applies to States (High Contracting Parties) and parties to the conflict .

On the basis of their domestic activities, the Contracting Parties shall cooperate in the field of monitoring and assessment.

Contracting Parties that share natural resources shall cooperate concerning their conservation and harmonious utilization, taking into account the sovereignty, rights and interests of the Contracting Parties concerned in accordance with generally accepted principles of international law.

The Parties shall decide on the establishment of appropriate funding mechanisms of a voluntary nature.

Furthermore, international electronic commerce presents particular risks for the contracting partners.

In applying the principles of cooperation and coordination set forth above, the Contracting Parties shall forward to the Secretariat

The Contracting Parties shall cooperate for the setting up of early warning systems for industrial accidents and environmental emergencies.

Over a quarter of a century, six additional protocols to this Convention have been adopted in addition to the main text, an achievement not so far surpassed by other similar instruments, thanks to the joint efforts of the High Contracting Parties and the international community.

Apart from the provisions which shall take effect in time of peace, the present Convention shall apply in the event of declared war or of any other armed conflict which may arise between two or more of the High Contracting Parties, even if the state of war is not recognized by one or more of them.

Recalling the commitments of the High Contracting Parties to the Geneva Conventions of 12 August 1949United Nations, Treaty Series, vol. 75, Nos. 970 973. and the Additional Protocols thereto of 1977,Ibid., vol. 1125, Nos. 17512 and 17513.

It is believed that these treaties survive a war, whether all the contracting parties or only some of them are belligerent.

The Contracting Parties shall agree to carry out environmental impact assessment of hazardous activities, and to implement risk reducing measures.

(3) The Contracting Parties shall establish, on the basis of a harmonized methodology, domestic water balances, as well as the general water balance of the Danube River Basin.

The Contracting Parties shall, in view of the role of water in the functioning of natural ecosystems, take all appropriate measures towards the conservation of their underground and surface water resources.

It shall be preceded by the Eighth Annual Conference of the High Contracting Parties to CCW Amended Protocol II (APII) to be held on 6 November 2005 (pursuant to Article 13 of AP II).

The Contracting States,

on the Occasion of the 2005 Meeting of the States Parties

A Contracting State shall exchange information with the other Contracting State pursuant to this article 26 without regard to whether the conduct being investigated would constitute a crime under the laws of that Contracting State if such conduct occurred in that Contracting State.

It was also suggested that the Working Group should consider the commercial context, for example, where third parties were not truly strangers to the contracting parties, but where they could be different members of the same corporate group.

The Contracting Parties shall, in view of the role of water in the functioning of natural ecosystems, take all appropriate measures towards the conservation of their underground and surface water resources.

As an input for this purpose the Contracting Parties to the extent necessary shall provide connecting data which are sufficiently comparable through the application of the harmonized methodology.

The Contracting Parties shall take all appropriate measures and cooperate to protect human beings and the marine environment against consequences of natural or man made emergencies.

Moreover the Contracting Parties shall make all efforts to control the hazards originating from accidents involving substances hazardous to water, floods and ice hazards of the Danube River.

(4) They shall periodically assess the quality conditions of Danube River and the progress made by their measures taken aiming at the prevention, control and reduction of transboundary impacts.

The conclusion and execution of contracts, as well as the legal effects of contracts, are governed by general principles that apply without distinction to all contracting parties, whether they are women or men.
