As in recent years, a contingency provision has been made in the proposed budget to cover the cost of such services in the event the General Assembly does not maintain its past practice.

The Secretary General has the honour to place before the General Committee, for its consideration, the following observations and proposals in connection with the report to be made to the General Assembly by the General Committee regarding the organization of the sixtieth regular session and future sessions of the Assembly, the adoption of the agenda and the allocation of items.

At its fifty eighth session the General Assembly adopted resolution 58 211, which declared 2006 the International Year of Deserts and Desertification.

I am delighted that, today, the General Assembly is acting to put that principle into practice by inviting a youth representative to address the Assembly and report to it the results of the round table discussion held yesterday with young leaders.

Estimates are to be submitted to the General Assembly, through the Advisory Committee, for funding under section 3, Political affairs, of the regular budget.

The effect of including the United Nations regular budget contributions in financial statements for 2004 and for future years is to increase income and expenditure by the amount of the United Nations Regular Budget allotment advice for the period.

An earlier meeting of the group was chaired by Obama on the sidelines of the United Nations General Assembly session in New York last year.

Egyptian president Abdel Fattah El Sisi is travelling to the US today to take part in the United Nations General Assembly meeting in New York.

I am writing in connection with the provisions of section I, paragraph 7, of General Assembly resolution 40 243, according to which no subsidiary organ of the General Assembly may meet at United Nations Headquarters during a regular session of the Assembly unless explicitly authorized by the Assembly.

The assembly had its first meeting on March 16, 2005.

Requests the Secretary General to submit to the General Assembly at its sixty first regular session a report on the status of the process of entry into force of these amendments to the Charter.

Therefore, should the General Assembly adopt draft resolution A 59 L.58, there would be no financial implications for the regular budget for the biennium 2004 2005.

Several important decisions were taken by our leaders at that summit and are reflected in the 2005 World Summit Outcome (General Assembly resolution 60 1).

Since the Committee holds its second regular session of each calendar year in late November, which coincides with the regular sessions of the General Assembly, it adopts its annual report at the end of its spring session, for appropriate transmission to the General Assembly during the same calendar year.
